Background

Established in 2003 as the ‘Nepali Prakashan Parishad, Assam’ (Registration No.: RS/KAM/240/v/286 of 2004/05), the organization has been actively engaged in publishing books, calendars, and diaries, as well as spearheading literary initiatives related to the Nepali language in Assam. To expand its scope and strengthen its institutional framework, the organization was formally renewed and reconstituted on November 7, 2025, and renamed as Nepali Bhasha Sanskriti Manch (NBSM) under Registration No.: RS/KAM(M)/263/RFS – Regn. of Society / 202516276 (2025–2026).

Our Legacy

Under its former identity as the Nepali Prakashan Parishad, Assam, the organization successfully implemented several initiatives, most notable being:

An international seminar titled ‘Preparation of Roadmap for Institutional-level Nepali Dictionary & Encyclopaedia from India’, held on November 6-7, 2022, at Gauhati University.
The publication of a Nepali-Assamese-English dictionary in 2022, in collaboration with M/s. Anundoram Borooah Institute of Language, Art & Culture, Assam (ABILAC).
An ‘International Literary Seminar’ organized at the Guwahati Press Club, Ambari, on April 27, 2022, at 3:00 PM. Prof. Dr. Govinda Raj Bhattarai delivered a profound lecture titled “Nepali Literature in the Context of World Literature” as the Chief Guest, and Mr. Bijay Hitan from London spoke on the topic “Resonating with Parya Literature – Blue Planet and Parishraant Prithibi” as the Guest of Honour. The auditorium was filled with more than 100 literature lovers from Guwahati.
In 2013, when the Government of Assam announced the TET examination for the Sixth Schedule areas, the Nepali subject was initially excluded. At that time, the Nepali Prakashan Parishad-Assam submitted a written objection and request, after which the Sarvashiksha Mission included the Nepali language in the TET examination.
A national seminar entitled “Nepali Education in Assam: Problems and Solutions”, organized at Shilpgram, Panjabari, Guwahati, on January 29, 2012.
Setting up a Nepali book stall for the first time in history at the State Book Fair organized by the Asom Prakashan Parishad at Chandmari, Guwahati, in 2012.
Setting up a Nepali book stall during the joint convention of the Asam Nepali Sahitya Sabha and the Nepali Sahitya Parishad-Assam at Amelighat.
The publication of the Nepali Sanskritik Shabdakosh (Nepali Annotated Cultural Vocabulary) in 2011, in collaboration with the Central Institute of Indian Languages (CIIL), Mysore (under the Ministry of Human Resource Development, Government of India).
The publication of a memorial volume for Lauha Purush Prem Singh Subedi in 2007.
Organizing a total of four conventions during its tenure. The first convention was held in 2004 in Narengi, Guwahati. The second convention was held in 2006 in Boko, Kamrup Rural district. The third convention was the most significant and was organized on November 8-9, 2009, in Lakhimpur. The fourth convention concluded on September 22, 2013, in the Seminar Hall of Srimanta Sankaradeva Kalakshetra, Guwahati, during which the digital version (CD) of the famous novel Basain was launched.
The publication of wall calendars and diaries featuring photos of Adikavi Bhanubhakta Acharya, Durga Malla, and Nepali freedom fighters from Assam, such as Chhabilal Upadhyaya, Dalbir Singh Lohar, and others (from 2004 to 2006).
The publication of a telephone directory (landline) in 2006.
Preparing the school syllabus for the Nepali language subject for Classes III-VII in Assam schools in 2006.
Conferring the ‘Prem Singh Subedi Smriti Puraskar’ and ‘Shankarpuri Smriti Puraskar’ upon successful Nepali personalities from various fields.

Our Aims and Objectives

The Nepali Bhasha Sanskriti Manch (NBSM) is committed to the preservation, promotion, and advancement of the Nepali language, literature, and culture. Its key objectives include:

To protect and promote our language, literature, and culture while providing a common platform for creative minds to showcase their work on a larger scale.
To facilitate the exchange of constructive ideas in linguistic and cultural arenas by building an environment conducive to creativity.
To contribute to the development of human values, tolerance, and social awareness by drawing the younger generation toward various literary activities.
To build pathways for cultural dissemination by consulting with all forums and individuals related to our culture.

Key Programs and Planned Initiatives

NBSM’s planned and ongoing initiatives include:

Publishing an anthology. The initial phase will focus on poets from Kamrup to publish ‘Kamrup Kavita’ (Kamrup Poetry).
Preparing the ‘Mr. Dal Bahadur Chhetri Abhinandan Granth’.
Conducting interviews with successful Nepali-speaking individuals from Kamrup, compiling them, and releasing them as a video album.
Standardizing our rituals and culture to ensure they remain genuine, without distortions or alterations. To achieve this, NBSM will consult with relevant institutions, organizations, and individual experts to formulate a clear guideline.
Creating a comprehensive database of individuals from our community connected to literature and culture, professionals who have achieved success in fields like business, sports, and music, as well as college and university faculty members. This database will facilitate networking and the exchange of ideas among intellectuals, educators, and achievers.
Running a periodic ‘Student Guidance Program’. For this purpose, the forum will form student groups, organize seminars and group discussions, and provide career counseling and guidance on education, skills, language, and culture.
Contacting government agencies to pursue and implement programs related to Nepali literature and culture, and participating in various government initiatives as and when necessary.
Publishing the ‘Memorandum’ submitted on behalf of the organization to the Justice Biplab Sarma Committee under Clause 6 of the Assam Accord (1985).
Adapting various cultural activities related to Dr. Bhupen Hazarika into a Nepali format. These programs will be taken to various districts of Assam, as well as to Sikkim, Dehradun, and Kathmandu, while also incorporating our own culture. To execute this, NBSM will contact the relevant departments of the Assam Government to secure financial grants.

सन् २००३ मा ‘नेपाली प्रकाशन परिषद्, असम’ (दर्ता नम्बर: २००४/०५ को RS/KAM/240/v/286) को रूपमा स्थापना भएको यस संस्थाले पुस्तक, भित्तेपात्रो (क्यालेन्डर) र डायरीहरू प्रकाशन गर्नुका साथै असममा नेपाली भाषासँग सम्बन्धित साहित्यिक पहलहरूको नेतृत्व गर्दै आएको छ।

यसको कार्यक्षेत्र विस्तार गर्न र संस्थागत ढाँचालाई सुदृढ बनाउन, ७ नोभेम्बर २०२५ मा संस्थालाई औपचारिक रूपमा नवीकरण र पुनर्गठन गरियो, र दर्ता नम्बर: RS/KAM(M)/263/RFS – Regn. of Society / 202516276 (2025–2026) अन्तर्गत ‘नेपाली भाषा संस्कृति मञ्च’ (NBSM) को रूपमा पुन: नामाकरण गरियो।

हाम्रो विरासत

नेपाली प्रकाशन परिषद्, असमको रूपमा यसको पुरानो पहिचान अन्तर्गत, संस्थाले सफलतापूर्वक धेरै पहलहरू कार्यान्वयन गर्‍यो, जसमध्ये सबैभन्दा उल्लेखनीय निम्न हुन्:

गुवाहाटी विश्वविद्यालयमा ६–७ नोभेम्बर २०२२ मा आयोजित ‘भारतबाट संस्थागत स्तरको नेपाली शब्दकोश र ज्ञानकोश (इन्साइक्लोपिडिया) को लागि मार्गचित्रको तयारी’ नामक एक अन्तर्राष्ट्रिय संगोष्ठी।
‘मेसर्स आनन्दराम बरुवा इन्स्टिच्युट अफ ल्याङ्ग्वेज, आर्ट एन्ड कल्चर, असम’ (ABILAC) को सहकार्यमा २०२२ मा नेपाली-असमिया-अंग्रेजी शब्दकोशको प्रकाशन।
२७ अप्रिल २०२२ मा दिउँसो ३:०० बजे गुवाहाटी प्रेस क्लब, अम्बारीमा आयोजित एक ‘अन्तर्राष्ट्रिय साहित्यिक संगोष्ठी’। मुख्य अतिथिको रूपमा प्रा. डा. गोविन्दराज भट्टराईले “विश्व साहित्यको सन्दर्भमा नेपाली साहित्य” शीर्षकमा एक गहन व्याख्यान दिनुभयो, र लन्डनबाट आउनुभएका विशिष्ट अतिथि श्री विजय हितानले “पर्या साहित्यको गुञ्जन – ब्लु प्लानेट र परिश्रान्त पृथ्वी” विषयमा बोल्नुभयो। प्रेक्षागृह गुवाहाटीका १०० भन्दा बढी साहित्यप्रेमीहरूले भरिएको थियो।
सन् २०१३ मा, जब असम सरकारले छैटौं अनुसूची क्षेत्रहरूका लागि टेट (TET) परीक्षाच्या घोषणा गर्‍यो, तब सुरुमा नेपाली विषयलाई समावेश गरिएको थिएन। त्यस समयमा, नेपाली प्रकाशन परिषद्-असमले लिखित आपत्ति र अनुरोध पेश गर्‍यो, जससकेपछि सर्वशिक्षा अभियानले टेट परीक्षामा नेपाली भाषालाई समावेश गर्‍यो।
२९ जनवरी २०१२ मा शिल्पग्राम, पञ्जाबारी, गुवाहाटीमा आयोजित “असममा नेपाली शिक्षा: समस्या र समाधान” नामक राष्ट्रिय संगोष्ठी।
सन् २०१२ मा चन्दमारी, गुवाहाटीमा असम प्रकाशन परिषद्द्वारा आयोजित राज्य पुस्तक मेलामा इतिहासमै पहिलो पटक नेपाली पुस्तक प्रदर्शनी कक्ष (स्टल) स्थापना।
अमेलीघाटमा असम नेपाली साहित्य सभा र नेपाली साहित्य परिषद्-असमको संयुक्त अधिवेशनको क्रममा नेपाली पुस्तक स्टल स्थापना।
केन्द्रीय भारतीय भाषा संस्थान (CIIL), मैसुर (मानव संसाधन विकास मन्त्रालय, भारत सरकार अन्तर्गत) को सहकार्यमा २०११ मा नेपाली सांस्कृतिक शब्दकोश (नेपाली एनोटेटेड कल्चरल भोकाबुलरी) को प्रकाशन।
सन् २००७ मा लौह पुरुष प्रेम सिंह सुवेदीको स्मृति ग्रन्थको प्रकाशन।
आफ्नो कार्यकालमा जम्मा चारवटा अधिवेशनहरू आयोजना। पहिलो अधिवेशन सन् २००४ मा नरेङ्गी, गुवाहाटीमा भएको थियो। दोस्रो अधिवेशन सन् २००६ मा कामरूप ग्रामीण जिल्लाको बोकोमा भएको थियो। तेस्रो अधिवेशन सबैभन्दा महत्त्वपूर्ण थियो र यो ८-९ नोभेम्बर २००९ मा लखिमपुरमा आयोजना गरिएको थियो। चौथो अधिवेशन २२ सेप्टेम्बर २०१३ मा श्रीमन्त शङ्करदेव कलाक्षेत्र, गुवाहाटीको संगोष्ठी हलमा सम्पन्न भएको थियो, जसको क्रममा प्रसिद्ध उपन्यास ‘बसाइँ’ को डिजिटल संस्करण (सीडी) विमोचन गरिएको थियो।
आदिकवि भानुभक्त आचार्य, दुर्गा मल्ल र असमका नेपाली स्वतन्तरता सेनानीहरू जस्तै छबिलाल उपाध्याय, दलवीर सिंह लोहार र अन्यका तस्बिरहरू अंकित भित्तेपात्रो र डायरीहरूको प्रकाशन (सन् २००४ देखि २००६ सम्म)।
सन् २००६ मा टेलिफोन डाइरेक्टरी (ल्यान्डलाइन) को प्रकाशन।
सन् २००६ मा असमका विद्यालयहरूमा कक्षा ३ देखि ७ सम्मका लागि नेपाली भाषा विषयको विद्यालय पाठ्यक्रम तयार पारिएको।
विभिन्न क्षेत्रमा सफल नेपाली व्यक्तित्वहरूलाई ‘प्रेम सिंह सुवेदी स्मृति पुरस्कार’ र ‘शंकरपुरी स्मृति पुरस्कार’ प्रदान।

हाम्रा लक्ष्य र उद्देश्यहरू

नेपाली भाषा संस्कृति मञ्च (NBSM) नेपाली भाषा, साहित्य र संस्कृतिको संरक्षण, प्रवर्द्धन र विकासका लागि प्रतिबद्ध छ। यसका प्रमुख उद्देश्यहरू यस प्रकार छन्:

सिर्जनशील मनहरूलाई बृहत्तर रूपमा आफ्ना कामहरू प्रदर्शन गर्न साझा मञ्च प्रदान गर्दै हाम्रो भाषा, साहित्य र संस्कृतिको संरक्षण र प्रवर्द्धन गर्ने।
सिर्जनशीलताका लागि अनुकूल वातावरण निर्माण गरेर भाषिक तथा सांस्कृतिक क्षेत्रमा रचनात्मक विचारहरूको आदानप्रदानलाई सहज बनाउने।
युवा पुस्तालाई विभिन्न साहित्यिक गतिविधिहरूतर्फ आकर्षित गरी मानवीय मूल्य, सहिष्णुता र सामाजिक चेतनाको विकासमा योगदान पुर्‍याउने।
हाम्रो संस्कृतिसँग सम्बन्धित सबै मञ्च र व्यक्तिहरूसँग परामर्श गरी सांस्कृतिक प्रसारका मार्गहरू निर्माण गर्ने।

मुख्य कार्यक्रम र योजनाबद्ध पहलहरू

नेपाली भाषा संस्कृति मञ्च (NBSM) का योजनाबद्ध र चलिरहेका पहलहरू यस प्रकार छन्:

कविता संग्रह (Anthology) प्रकाशन गर्ने। प्रारम्भिक चरणमा ‘कामरूप कविता’ प्रकाशन गर्न कामरूपका कविहरूमा केन्द्रित भइनेछ।
‘श्री दलबहादुर क्षेत्री अभिनन्दन ग्रन्थ’ तयार पार्ने।
कामरूपका सफल नेपाली भाषी व्यक्तिहरूसँग अन्तर्वार्ता लिने, तिनलाई संकलन गर्ने र भिडियो एल्बमको रूपमा सार्वजनिक गर्ने।
हाम्रा रीतिरिवाज र संस्कृतिलाई विकृति वा फेरबदल बिना मौलिक राख्नका लागि तिनको मानकीकरण (Standardizing) गर्ने। यो हासिल गर्न, NBSM ले स्पष्ट निर्देशिका तयार पार्न सान्दर्भिक संस्थाहरू, संगठनहरू र व्यक्तिगत विज्ञहरूसँग परामर्श गर्नेछ।
साहित्य र संस्कृतिसँग जोडिएका हाम्रा समुदायका व्यक्तिहरू, व्यापार, खेलकुद र संगीत जस्ता क्षेत्रमा सफलता हासिल गरेका पेशेवरहरूका साथै कलेज र विश्वविद्यालयका प्राध्यापकहरूको एक विस्तृत डेटाबेस तयार पार्ने। यो डेटाबेसले बुद्धिजीवीहरू, शिक्षाविद्हरू र सफल व्यक्तिहरूबीच सञ्जाल (नेटवर्किङ) र विचारहरूको आदानप्रदानलाई सहज बनाउनेछ।
आवधिक रूपमा ‘विद्यार्थी मार्गदर्शन कार्यक्रम’ सञ्चालन गर्ने। यस प्रयोजनका लागि मञ्चले विद्यार्थी समूहहरू गठन गर्नेछ, संगोष्ठी र सामूहिक छलफलहरू आयोजना गर्नेछ, र शिक्षा, सीप, भाषा र संस्कृतिमा करियर परामर्श तथा मार्गदर्शन प्रदान गर्नेछ।
नेपाली साहित्य र संस्कृतिसँग सम्बन्धित कार्यक्रमहरू अगाडि बढाउन र कार्यान्वयन गर्न सरकारी निकायहरूसँग सम्पर्क गर्ने, र आवश्यक परेको खण्डमा विभिन्न सरकारी पहलहरूमा सहभागी हुने।
असम सम्झौता (१९८५) को धारा ६ अन्तर्गत न्यायमूर्ति विप्लव शर्मा समितिलाई संस्थाको तर्फबाट बुझाइएको ‘ज्ञापनपत्र’ (Memorandum) प्रकाशन गर्ने।
डा. भूपेन हजारिकासँग सम्बन्धित विभिन्न सांस्कृतिक गतिविधिहरूलाई नेपाली स्वरूपमा रूपान्तरण गर्ने। हाम्रो आफ्नै संस्कृतिलाई पनि समावेश गर्दै यी कार्यक्रमहरू असमका विभिन्न जिल्लाहरूका साथै सिक्किम, देहरादुन र काठमाडौंमा लगिनेछन्। यसलाई कार्यान्वयन गर्न, NBSM ले आर्थिक अनुदान सुरक्षित गर्न असम सरकारका सम्बन्धित विभागहरूसँग सम्पर्क गर्नेछ।
